ATC Uganda Limited is a leading independent owner, operator and developer of wireless and broadcast communications real estate.  The company’s primary business is the leasing of space on communications sites to wireless service providers, radio and television broadcast companies, wireless data providers, government agencies and municipalities, and tenants in a number of other industries. In addition, it offers tower-related services, including site acquisition, zoning and permitting, and structural analysis, which primarily support the site leasing business, including the addition of new tenants and equipment on sites.

 

Gissat was appointed by ATC Uganda to conduct the annual compliance audit for this telecom cell site in compliance with the requirements of the NEA, 2019, NESA Regulations, 2020, NEA Regulations 2020 and the Environmental Audit Guidelines of 1997.  The general objective of the audit investigations was to carry out a systematic examination of the present environmental situation within the project area to determine whether the operations of the cell tower projects are in compliance with the provisions of the technical specifications for installation of telecommunication towers by the Uganda Communications Commission, national regulatory frameworks as well as permits issued by regulators governing the sector.

 

 

During the auditing process, Gissat used various methodologies which involved observation, interviewing of neighbors and taking the photos to ascertain conditions and situations at the sites. The audit team carried out discussions and consultations with the public to ascertain perceptions and attitudes about the construction and operation of the BTS.

 

Based on the consultations and compliance assessment carried out, a number of measures were proposed for the consideration of the operator (ATC) in order to improve the environmental and social performance at the facility.
